I feel like it's probably because BL artist are so used to having a definite top and bottom that they kind of don't venture outside the "norm". Even though in RL there are switch couples in the LGBTQ community.
I really wish there was more switch representation. Honestly I used to not like the idea of switches too but my mind changed after read Neko x Neko (which is a switch couple manga .) And it's done really well. We can only hope that BL artist will venture outside the "norm" one day.
But it probably won't happen anytime soon. The BL community seems to react strangely to the idea of Switch couples. So I feel like because BL fans react in such a way not many BL artist take the step to making Switch couple mangas or manhwas. (〜￣△￣)〜
