Black mold can actually be cleaned with bleach and water. When cleaning you should wear gloves and not have it touch you. Also, it’s important to find out what was causing it or it will just come back.

From the spot it’s probably due to leakage caused by the rain. Even if he did unless the ceiling was fixed it would just come back. Then again black mold can damage a person’s health and should probably be cleaned anyway. Idk he needs to move.
