That is because she presents as his secretary and is in hiding. He knows from their first meeting that she can be extremely reckless when drunk. In order for her to get revenge, she needs to keep the facade of the role she is playing next to him, aka his secretary, to have everyone fooled. A mask that she drops when drunk.
Lots of people have their eyes on them at the moment. So of course, her not drinking too much in general is a safety measure for her to not drop the act accidentally while being watch by the public, as it could dangerous for both of them if their deal is discovered. Remember, she has been charged with fraud which could have her sent to prison. It is not just her family they are fooling, but also his. And if her identity is discover it is game over for them both.
It is not that he is controlling what she is allowed to eat or drink as if she is a baby. Just like she is keeping an eye on his behavior to stay in line with their plan, he is doing the same with her. In short, they are partner in crime and they are backing each other. Like any partner would do.
Therefore, he specifically rented that whole restaurant for her to not have any worried. So him telling her she is allowed to drink simply means that he signaled her that it was safe that night for her to not worry at all about dropping the mask.
Another thing to take into account, she is way more proactive when drunk. Once again, he knows that from their first meeting when she bit him on the neck (which we know is one of his turn on). We also know that he doesn't want to rush things, and he is using all his willpower to behave himself and not let his temptation take the better of his judgement, which almost happen when they were in the car (once again while she was drunk). He doesn't want intimacy to happen with her when she is intoxicated so he probably is trying to limit the chance where such situation could happen
In short, he is into her. She jumps him each time she is drunk. He want them to be intimate organically by building trust and safety, therefore succumbing to her advance when she is drunk would just ruin all of it. But it is becoming harder and harder to resist every time she comes at him after she has a drink.
Obviously, alcohol allows her to be a little more fearless when it comes to her libido (which she ignores when sober and hasn't have much chance in her life to explore). He is trying to build a ground when she can be free, honest and shyless about her desire at all time. Because then he would be sure that it is really her and not just the alcohol speaking. He is also aware that she was used her entire life by her family. If he dives in the temptation, which he clearly finds more and more alluring as they get closer, all he will do is send the signal that in the end all he wanted was to take advantage of her. Which could ruin her trust.
So in order, to not be put in a position where he has to once again pushed her away, despite him really wanting to say yes, he probably asks her to limit her drinking.
At best, for the safety of their plan and their relationship. And at least to give him some reprieve.
