The count was poisoning/drugging the empress and it was mentioned that there was a girl in the neighboring kingdom who could use magic to control people's minds so I'm pretty sure the empress was under her magic which is why she has trouble recalling "her" memories. I think the magic is making it hard for her to remember stuff that's related to when Julia was under the manipulation spell. It would also explain why the empress suddenly changed. Maybe she had to be drugged in order to be weak enough to gain control of, hence why the count was constantly drugging her food and drinks
