Im pretty sure it was romantic, you dont really act like that with a friend. He even told him if he was a girl he would have already married him or smth similar
It was never clarified altho there are a lot of hints that kiyomine is also reciprocating it. Aside from that instance when he told Takara if only he was a girl, he’d straight up marry him, some instances when it felt romantic was when he was pissed that Takara was receiving attention and chocolates from men during valentines. He literally kissed him just so the men could back off. He doesn’t mind skinship with Takara, was really frustrated when Takara refused to call him kiyomine anymore(and we know just how sensitive af he is with his first name), and that time when Takara went to the gym looking for him to apologize(it was when Kou first arrived and looked down on kiyomine as a “stray” takara picked up if im not mistaken). After Takara apologized, he held his hand and invited him to his home to stay for the night and if i remember correctly, there was a panel where his thoughts were that what he felt for Takara were different from that of Ayako’s but nonetheless he doesn’t like sharing/showing off those he holds dear to others.
I’m pretty sure Kiyomine is really in love with Takara yet Takara is the one who is too innocent to understand his own feelings, not even knowing what love is, let alone sex. You see how he freaks out at things like a kiss or cuddling, which Kiyomine is quick to do and clearly wants more of
