From what I understood: their parents had indeed an affair. Probably a long time ago. That's why she thought they could be half siblings. However that theory fell when Raim saw his father. Cause he's not the same man on that picture. (Probably a picture of her mother and Raim's father)

It was stated in the beginning I believe, they're not half sister. After her mother passed away she was "adopted" by Soo-ae's parents. I just don't remember why tho...
