No, that's not what it is. This was dropped by the first group and then picked up by another. This group then dropped it because the author announced they were working on getting an official translation out. Then one or two solo translators took over, then the toxic scans drama happened, then another solo translator and now this new group.
The reason why the translation is so slow (other than the fact that most fan translations are slower than the official releases) is because this series has had about 7 translators/groups working on it so far.
