I think that "teacher" thinks Haru bound himself to Ren so he is atoning for it by trying to make the other aspects of his life normal.
Somehow I think the atonement is related to Haru's trauma/regret of losing his parents, plus dropped out from high school...? It's like he doesn't want Ren to feel the same thing as he does. Well it's just my guess...

I'm pretty sure it's just related to the fact that he loves Ren in a romantic way instead of as a brother. Consider that he saw Ren as a small child to be protected, and Ren is still underage. So having any sexual relationship is a crime. Most likely the atonement is just the type that's often seen with adult, or significantly older partners, towards the younger partner. Since they feel like they are taking away their youth/freedom and that there might be a better partner for them in the future.
I don't think so....because the teacher doesn't know nothing about it
