He just upped and set uke to live with seme, knowing full well seme won't fall in love (or so he though) probably calculated uke would fall first. Then immediately went to little bro and spilled how "the person who hurt him before is now kinda going out with your bro".
What if seme actually couldn't love uke back due to what he did to seme's little bro? Nozomi would be suffering from unrequited love again...
What? Did he think about uke's feelings? What if his stirring trouble had gone wrong and they never got together after that? How could he be so cold to Nozomi, he was a friend right?

From re-reading the whole story (or binging it shall I say ^^;) I feel Naru truly likes Nozomi. (btw spoiler alert for anyone stumbling across this reply) Sure Naru's words are cruel when speaking to him and the whole plotting and stirring up thing could've ended really badly, but he initially let him stay at the apartment with Asahi in it, cause the uke really was in need of a place. I think Naru felt this would be a good distraction for Asahi since he feels a debt towards him for saving his life when he was kidnapped previously. But such feelings of debt/I-owe-you doesn't exist between Naru and Nozomi (at least from what is revealed to us). Yet Naru pushes Nozomi to face his feelings honestly and Nozomi couldn't have done that without facing his past first hence why I think Naru told the little brother, Kousei, about this living arrangement.
So if Naru doesn't have a feeling of 'debt' towards Nozomi, why does he do things that ultimately help the uke? I think Naru's actions come from his own desires: to see Nozomi happy.
Which is why I think that if Asahi couldn't love the uke back for hurting his younger brother, Naru might have taken that chance with Nozomi.
Even their first encounter - the one outside the bar when Nozomi has his red umbrella - hints that Naru may have unknowingly fallen for Nozomi at first sight.

I understand what you said about Naru having good intentions by making him face 2 brothers LIKE THAT... whatever he did and thinking that his backup plan after uke suffered from unrequited love from the hands of brother of guy he hurt previously is kinda... Doesn't sound nice since Naru would be responsible for setting up that whole heartbreak drama.
