Umm it usually means a feminine boy look. Or a guy who looks 12 (skinny and lean and short). At least from my experience, it's not a gay slur but can be used negatively

The guy’s name is doekchil or smt right? Korean ppl pronounce f as b or p which is why they say “puck” instead of “fuck” and therefore, deokchil sounds like peokchil which sounds like fuckchil. So it’s like pun
