He didn't just betray her. He's one of the main Villains and the reason why Penelope's life gets really reallly really fucked up ahaha. Although he's kinda pitiful at the end.
I can't explain all in detail but
AT FIRST: he wanted to act cute and helpless to gain Penelope's trust and planned to break Penelope's neck and kill her, wanted to kill the Duke's whole family and burn the Empire to the ground. So everything you see is his acting at first. But eventually, he fell inlove with her and turned insane. Like extreme yandere.
(If you read the novel, you will get goosebumps from how creepy he is)

His path is full of insanity that he's the " If I can't have your heart, I will have your body" type of guy

I read 100+ chapters in the novel and I can say that Penelope's father is such a Warm person. He's strict, sure, but he loves penelope. I LOVE HIM Although he's kinda a bad person like he said he'd cover up Penelope if she ever committed a crime(lool) and told Penelope that
"If you ever can't bear your anger anymore, lure that person to a quiet place and shoot them"
[while laughing and joking around with Penelope]
The amount of Abs I've seen in this manhwa.. truly a sight to behold
