The problem is Apollo is a straight laced guy and it's probably going to affect how he does his job, and he may want to quit afterwards. he's all about the rules. (He may have just extra marked himself as a target for the "stalker".)
Phi knew what he was doing..but if I was him I wouldn't pass up the opportunity either. He played on Apollo's genuine care and concern in his emotional state.
