I don't understand why people think Shiba's behaviour is wrong because she didn't verbally tell Paul how she feels? I don't think this is a classic she-is-giving-him-the-cold-shoulder-so-that-he-realizes-that-he-likes-her plot. You just can't confess tour love to someone who has absolutely no reaction to your hints. Even when she knows it's because he's just clueless, think about how disheartening that would be. I mean, she knows that from Paul's perspective they're friends and collegues therefore it's perfectly fine that she's afraid of directly telling him her feelings and possibly ruin their existing relationship, so she tried to give him some real giant hints instead. Paul doesn't get it and she's tired of trying so now she just acts like a normal work friend and doesn't pamper him like she used to. She's just trying to move on by putting some distance between them and rightfully enjoys Paul's reactions along the way because she likes that he cares. You are lying if you say you wouldn't lol. She did all she could to steer their relationship from friends to lovers without risking their friendship, I think it's Paul's turn to take a look at things and work out some stuff. Also don't get me wrong, it's not Paul's fault that he's so goddamn clueless. While I agree that it sort of strains their friendship, I think Shiba's approach is good for Paul rather than "confusing" because boy needs to work on his self-awareness. In my opinion this is just a mismatch of characteristics that they will hopefully overcome because I love them both so much!!
WOW that was long idk why I went all out lol but this is just my idea I hope no one gets upset and tries to fight me (⊙…⊙ )
