NPC is a game term. It stands for Non-playable character. In this case it means that the old man doesn't get involved more than necessary, I guess?

An NPC is usually a character that is not entirely significant to the story but is there so that the plot can progress with the main character. Here actually rather than NPC, the term used is Mob, to signify a mob character who usually is one in a faceless crowd. Like in other mangas the artist doesnt give faces to some ppl in a crowd=mob characters.

Well since he was a stalker before, you can kind of tell that at moments Bum still likes him, even though he is aware of the real Sangwoo and yes is afraid of him.
Its good to forgive and forgot on people mistake bcause we human never run from making a mistake, its just our nature in which we need to learn from those mistake.....
however some pain that we get from those mistake are just to painful to forgive that we just hold grudge so its ok to not forgive but love yourself and move on in order to find our own happiness in those grudge that we hold in our heart...
bcauee if we lie to ourself and forgive in which we are not sincere that will just us being hipocrite and we will never found ourself the happiness that we want

I agree, it's natural to be angry towards someone who hurt you (holding a grudge) and then time will heal our wound and we finally able to move on and give forgiveness.
