honestly, he's probably just doing this now because he likely didn’t realise there was a problem before he got broken up with. he seemed content to take their relationship as it was without really feeling the need to express things more solidly even when he should have, esp in combination with kousei’s shutting down the ideas of celebrating things (while hoping & unfairly expecting haruka would read between the lines, which he didn’t). it was probably kousei saying “so you were thinking of breaking up too?” in response to haruka agreeing to end their relationship that made him realise he needed to put more active effort into it! the same way we’re seeing kousei’s regrets bc the story is from his pov (like his lamenting how he should have gone to the restaurant before), haruka is surely going through the same thing & trying to make up for it.
basically it’s probably just his response to their inability to communicate & the ending of their relationship bc of it he’s probably reflecting and realising what he should have done more so he’s doing that now LOL
