Joowon loved Haesoo from the start, for 10 whole years, but felt they could never be official cause of their parents. It's a complicated relationship but wonderful how they work to change and make things better. idk I just think you need to unscrew your taku goggles a little and read his character + joohae's relationship as its presented in the story.
