Here's my 2 cents: what Hazuki said was ooc, but the fact he said that is normal. People can say things they dont mean, or misphrase what they mean, when they are in a mentally unstable state. It would be bad writing if a character do sth ooc even after consideration. But in this case we can see that Hazuki is having an outburst after a long time of bottling up; he's not being rational.
If you really thinking about it it’s actually not ooc for him to be blowing up like this all these insecurities about being bad with kids and not working hard enough for his family have been building up since Minato was born. Like when he took a nap and no one had an issue with it but him. And to see Naoto compliment Otoha on something he feels so bad about was just to much for him and the volcano exploded and he lashed out. I hope with this argument we can finally get to the root of the problem and destroy it completely after Hazuki profusely and sincerely apologizes of course.
