I was thinking maybe they have highschools in certain safe zones and then it got over run, like they mentioned about another place in this chapter, which is what we saw before in their school flashbacks. I mean the mom and daughter right now seem to be living in some kind of safe zone where there's a kind of daily regulator life and news sometimes of outbreaks.
