Yes, they actually are. They actually took care of her as a child because she was the child of the previous Archmage. That’s also why when they were asked if Cecile can be defeated, they flat out said no. She’s much more powerful and the rightful successor, which is also why her powers sounded nice to the mage while the villain’s sounded like screeching.
