Hm, are you a Japanese person yourself? Because it may be that people whose looks seem "average" to a foreigner's eyes look above average to someone Japanese... Standards for attractiveness are not as universal as you would seem to think. It always happens to me that I see some allegedly attractive Asian celebrities as average and other allegedly "average" Asian celebrities as super attractive...
