They made an official english website so that people around the world can actually buy chapters. They have different payment methods, it's not like your part of the world doesn't use credit/debit cards. You can pay through google payments too. You talk about publicity but you contribute to nothing, you can atleast buy one chapter of your favorite series, could be your favorite chapter.
