To us asians, our hair signifies our whole life, thats why its so hard for us to cut our hair, and when we want to change into a new person, you always see girls cutting their long hairs to signify "new me, new life".
I feel so fluffy when kaltaka cut his hair, hes saying to him "i give you my [soul(breath) and entire life(hair)]".. thats really a very sweet and romantic gesture.
And for the partners to wear it is like "tie-ing" their lives with their partners as well like a band that is the proof of their everlasting union and that they always have their partner with them at all times and never alone. (through the hair).
