I think it is a good punishment. While Tia may be hoping for more, considering the circumstance it’s pretty good. When the 2nd prince left for the academy, the empress getting the gold made her need to borrow money. Now with the important wood for construction is no longer exported and they were already having trouble sourcing the wood. They will be out of money and resources to continue the major construction projects. The emperor already didn’t want to punish angenas plus with their patriarch dead they probably would have gotten a slap on the wrist. This way the 2 nd prince is seen as favorable to the emperor(less punishment) and gets what he really wants - time with Tia
