Okay here are more information that I found on novel update ..
Their father, Loutard (please blame the MTL) and the current duke, Lute are twins.
They are so similar to each other that even their father Herzen have trouble telling them apart from each other. Because Loutard die when the two children where young and because of the family situation between the imperial family, Lute decided that he will live as his brother (Loutard) and let the world know that he (Lute) was the one who died.
Herzen treasures family happiness more than reputation and chivalry, so he was against his 2nd son's decision. Especially since Lute has a lover named Selena/Serena. Lute knows that the only person who can differentiate between the brothers was Selena so he decided that he will send Serena in a safe place and never meet her again. This didn't sit well with Herzen but powerless decided to leave everything without really appointing Lute as the next heir to the Blasco family.
Apparantly, Selena died and send her newborn daughter to Herzen to raise.
So, Katy's real parents are Selena and Lute.

Well I actually like this loll, I mean don't come at me but we all have are own opinions on stuff so yeah.. it ain't really that bad to be honest. Like he's a bad dad but at least he try to be a good dad like have u guys read the other ones it's more worst than this one. All he needs is someone put some sense in him loll, over all he ain't that bad of dad expect whn he just leave her daughter and not spending time but other than that I just really do hope he just drop everything than spend more time with his daughter and heal her each step away ykk. also love the fl. Dude, neglect is still abuse. EVEN unintentional neglect. You'll find it surprisingly common in fact. Also, him placing the blame unto others doesn't make it any better. He's denying the truth and that makes him worse because he will not reflect on it. You cannot just compare him to the other dead beat dad and say it make him better. No. He's not the worst but a bad dad is a bad dad no matter how you compare him to other worse dad.
