If you're talking about Jooin getting his hopes again, that's probably for dramatic effect. The moment Yahwi messes up again (and he will), Jooin will be crushed because he believed things are finally changing. After that moment, he won't forgive Yahwi so easily which will be the catalyst for Yahwi's development arc. I think that's what the author is trying to do with the plot.
Obvs that development will come with a lot of reflection and suffering because Yahwi will realize that Jooin is important to him.

Let's not forget that Jooin slept with an intoxicated Yahwi when he was completely sober in chapter 20, but no one calls him out when it's exactly the same thing. Is it because Yahwi initiated it?
