I think if you’re wondering why authors feel ok to write stories like this it’s because in the east all fiction is just fiction. There’s a notion that no fictional content can ever bring harm to a real person of have real world consequence (with Japan taking this to the most extreme. At least Korea has anti shota/loli rhetoric and looks upon that sort of content with disdain. Japan enthusiastically accepts it. Even the ridicule and shaming of Shota/lolicons is part of the kink and they all seem to believe it’ll never have real world consequences.
