It's because the seme is ignoring what the uke is saying. When the uke says "wait", they don't care and just continue going at their own pace. Plus the uke says they want to stop and that they can't go anymore, and the seme is just like "nah lets continue cause I wanna". He isn't being very understanding and patient and kinda forcing him when the uke clearly is tired and wants to stop.

You can consent to one thing, but it doesn't mean you consent to everything else. You should also be allowed to stop at any time. Consent can be taken back during the act.

Also just because someone dreams about fucking someone or finds someone attractive doesn't mean they consent to it if it happens irl. If they're not comfortable or ok with it in that moment and they're being forced to do it then yeah, it's rape.
