It's leaning towards Nora right now, but nothing's set in stone or determined to be feelings of love from Shuri's side yet, mainly like growing affection from her to Nora so far. If she does love him, she hasn't realised it yet. I think there is a novel, but I haven't read it, so not sure who the end game is if there is one.
