Its legal in Japan first, second or third cousins are kind of like close to strangers or distant relative. According to their law and culture, this practice is not considered as Incest. Its only considered if you love your siblings and parents romantically. Also these days, this practice is uncommon but it does still happen to this very day. A lot of us may not find this agreeable but its their culture. Their country, their rules.
