It's a story that follows parhesa, whose life's mission is the empress. parhesa is the protagonist so we see the world through her eyes. The empress is the most important thing in her life. Love is a secondary interest for her. So we don't see the romantic partner as much. This story is about parhesa and the empress with a hint of romance. Kind of like how Harry Potter has romance in it but is not a romantic saga(?

Rn the manga is in the middle of volume 4 of the light novel. Some big romantic development happens near the end of the volume 4 light novel, after the hot springs arc. Btw there are currently 9 light novels out, so almost halfway through. The yuri is a slow burn, but trust me it pays off.
