If they are not a arrogant “god” they’ll probably say “It seems like what humans call love”, if not their subconscious will not even fathom their godly self affected by such a base desire and therefore feign ignorance.
Anyway in fictive stories “gods” are not omniscient, omnipotent or whatever… they have flaws and limited power (like here his highness say he can’t hear everything in the kingdom but “just” in the palace idk)
Theory#1 I'm thinking that king Yama sent seon in there intentionally to make it harder for mr reaper to leave, we know mr reaper had been having conflicting feelings about seon & their inevitable departure, so this dream like state is giving him what he wants, eternity with him where he's not a reaper and seon isn't dead.
Theory#2 Me Reaper knows what's happening but I'd playing dumb to try and keep Seon safe bc he knows King Yama is playing dirty and this situation is about to get more dangerous.

TBH I'd probably kms if I was him like I just wouldn't have the will to live like that anymore and truly these are people intentionally trying to hurt him, I don't think they would just let him go. They also have connections and money, like he'd have to be on the run for the rest of his life- even if they didn't go after him for that long, the paranoia and fear would take over. But like I also like this, get them to kill each other or ruin each other. Reminds me of The Beast Must Die where ML frames everyone and they turn on each other.
