Like yes he's an innocent person too BUT IF YOU JUST LET HIM DO WHATEVER WHILE RAMPAGING HES GONNA KILL THOUSANDS OF PEOPLE, and I don't think ML wants that to happen either so the best case scenario (even tho it still sucks he has to go through that) is to keep him tied up so he doesn't do something he regrets. And also can you imagine the public backlash not only the institution would get, but also ML? ML is still depressed over MC's death, I don't think he would thrive having to also deal with death threats and harassment from the public for killing so many people. Like I get that he can be upset at ML for not getting over him after all these years but like... being mad at the institution for keeping a living nuke locked up temporarily is.........
