Its not sabotage. The goal of the 31-40 floors trial is to build a thriving civil by any means. Hierarchical slavery is one of them, it just doesn't treat the inhabitants of the world as actual people and sees it as a game instead. Inquisitor is a confirmed psychopath who has trouble empathizing with even the people in the tower, so treating the inhabitants as tools and numbers comes naturally. To him, this is helping everyone achieve the goal faster and more efficiently

Lol, nope. It would be bad enough if that were the case but he is literally a psychopath. So much so that at some point he gives Gongja the task of pretty much "telling him what to feel" since he just can't experience any empathy and in his eyes, Gongja's way of treating people gets good results so its probably better than his own.
