No he is not, but he is responsible for the safety of shuli. Everyone under shuli is responsible for not stopping her, that is their role as a servant.
But they also blamed him for being the killer because he was found in the scene of the crime, a knight under shuli which is fully capable of protecting her mistress. Making it very suspicious.
