Pildu was on character list from the start, so Dokja can actually see his status even if Pildu's not under Dokja's supervision. The people who aren't on the character list are people who suppose to die, but they live due to reading the novel or somehow live because of Dokja's existence.
The reason they turned into character because their existences are being merge with the novel. The novel is basically the engine behind the system, broadcast system, and the constellations and incarnations thing.
You'll understand in the future chapter as to why they're called "character."
