Yes. The case for local witch hunt is kinda buried, but it is happened and the backlash is severe (threating from both sides, and some news of mental breakdown, too). One of the novel author i follow literally snapped in twitter months ago because she managed to infiltrate a discord server and telegram channel and found out the jllegal distribution.
Tkor and newtoki server is actually not in korea, and they changed domain frequently so it is hard to close them down. But all of korean publishers knkw about this fact and plan to cooperate with interpol to investigate this matter.

I KNO I’m gunna catch a lot of slack on this, but HERE WE GO. Is it terrible that everyone from manhwa authors to musicians are having their shit pirated for everyone to see, therefore losing money? YES. Is this just the way of the world now? UNFORTUNATELY. If you are a creator today you may not like it but you need to at least acknowledge that your shit will be consumed for free. The internet is WAY PAST the point of no return in terms of people consuming shit for free
Does this free culture harm creators? ABSOLUTELY. Can it be changed tho? NO. It’s just one of those unfortunate aspects of being a creator today. You can either fight a losing war (not even major corporations can prevent people from viewing their movies, media, etc for free) OR accept that this just is how things are now. At least more people are able to view your media and that exposure WILL lead to more people being sent your way that WANT to support you
And I say this AS A MUSICIAN who has dealt with this personally so remember that before you come after me
