Ok so all the monarchs are evil and during the war they all left the shadow monarch+another and fled and then the sovereigns wanted to find a new place to start a war and theyre getting rid of the fragments so they dont get in the way(for certain reasons), and yes sung jin woo is stronger than some but not all but he will be stronger later on.
