I don't think so. Not that I read the novel or raws, but on page 48 of chapter 2 the killing of his adoptive mother was described as "the first murder of his own free will" which implies that it wasn't his first murder in general and that the previous murders were not of his will but of the will of someone else.
Also that man giving him bread doesn't have the look in his eyes as if he was physically attracted to Asaph and the sewer is more like the right place for shady dealings like contract killing than for anything sexual.
