Actually if you understood it correctly. It was Law who was always manipulative from the start. He believed 'Jesse' was controlling him because he is 'used' to people controlling him. But at first it was his mother who controlled him. Then after he chose to follow what Jesse wanted to do to be close to Jesse. He CHOSE to do those things, and he was NOT manipulated to do those things.
But even Jesse has said that Law has not once done things willingly, he always had ulterior motives. He chose to be 'used' eventhough he did not want to. He had a mind of his own that's why he was never controlled by Jesse. Instead he always saw Jesse as the controller when it was never the case.
Law CHOSE to follow Jesse. But at the same time he never did it fully heartedly. Jesse did not manipulate Law. Law CHOSE to do those things to be close to Jesse. But in the end, he could not be and was never controlled by Jesse. It's why he keeps bypassing Jesse and is always talking to Jesse's mother.
The crazy one has and always will be Law and Jesse's mother.
Even Jesse did not want the plan to control people's memory and the virtual reality to come true because of the way it can HURT people. The ones who wanted it to pull through and did not care about the aftereffects was Law and Jesse's mother (eg. Law did not care about what happened to the maid and he did not care that the same thing might have happened to Jesse. The maid was hurt and bruised because she was absentminded. Jesse with his disorder would have come through much more worse than the maid.)
Tldr: It's Law and Jesse's mother who are batshit crazy. Law's parents too of course.
