I think peony base can't do anything besides search for both mr doh and mc silently as they cant afford to tell the world about human experiment they did
As for mr doh, i think she gave him some sort of transport keys(car/heli) and access card so that he can get out from the lab and the other guy follow mr doh for protection and i think he likes him
