Setting boundaries isn’t something your partner should tell you to do, it’s something you should already be doing. Shizuma is def oblivious and that’s annoying. He also knows about Minato’s trauma. He also compared Minato to the boss about how the boss is more pleasant in social skills just to please the boss.
Him being happy that Minato is jealous is not right and him spending half a day with the boss eating sweets when he made plans for Minato isn’t right either. And he doesn’t make much boundaries. Boundaries include time and he let himself be dragged around by the boss to meet clients just to communicate for the boss, and he also was dragged to eat sweets for half a day and instead of explaining he has to go somewhere, he just didn’t.
His apologies are also quite shallow. I too feel Shizuma's apology is shallow. That's why in the last chapter Minato said to him "You don't get it".

Shizuma's apology never came even close to this. Now this is how you apologize as an adult. I want this but reverse. I wanna see them both growing, not just Minato.

And when the boss told them to break it off, Minato only told him off a bit and went shopping with him as if the boss disrespecting and insulting his partner wasn’t a big deal. He’s too forgiving to someone who’s overstepping boundaries.
And when Minato is acting childish, at least he’s apologizing properly and he isn’t running away every single time. His trauma is making him quite insecure and he needs to work on that obviously, but his partner also should be taking this seriously when he knows he has trauma. Being happy that he’s jealous is just icky.
