That's how I interpreted it as
I thought they used the meds for the kids, then when the hounds got sick, there wasn’t enough to treat them and they died. But those are the guys bringing in supplies, so without them people starved or something along those lines.
yeah that was mentioned before, but in this last chapter he specifically mentioned kids dying because of receiving medicine, he didn't say the hounds
