That reminisce isnt needed, really.
It is needed to understand the character. Since he is the main antagonist for now it's important that we can understand his actions and relationship to mc. Plus it can serve as foreshadowing, if the mother ever appears you won't need to be explained who she is and what's her deal anymore for example.
Also I'd rather have it now than later when it doesn't connect to the story.

It just explains why he did the things he did, it didn't excuse any of it. And it shows he was able to recognized the shit he pulled back then was horrible and he about the learn actions have consequences.
