I think it's bc it involves Ruby. Like, she tried so hard to hide that bc its a flaw. It caused her to have a terrible eating disorder and things like that you do t just share with other people. It's true many people saw Caesers actions against her, but no one would actually speak up about it to an outsider, even if it were the king. Its shameful and embarrassing and it's not Izeks business to tell when Ruby didn't even want to tell him. Also if the king were told, what would even be done? He can't act against Valentino just based on him beating his sister. Abuse like that was quite normal during those times and that's considered a family matter. Not one for the king to police over. It would just be wasted breath
the thing is he brought this "family matter" outside and brought the whole nation into it, going as far as to spread magic stones around the place to cause as much damage and distraction as possible, just so he can kidnap ruby without no one noticing. Which would in turn violate their political agreements because izek and ruby got married for political benefits of both countries. If the emperor were made aware of the abuse(i agree with the sentiment with not sharing someone's situation without prior knowledge), or at least the attempted kidnapping, things would be different, or at least he would be able to open up an investigation on ceasar, and hopefully wouldve exposed more of his dirty laundry, that not only would he be breaking another nation's laws but also his own countries'
But he still wouldn't have a reason to investigate Valentino. Abuse is probably not illegal in their country if it's under family punishment and discipline. And again, he can't investigate Valentino just based off of witness testimony from his own country when that can ruin the political agreement between the two countries. Also, even if we know he was trying to kidnap Ruby and Izek tells him what has been going on, they have no physical proof.
They don't have the magic stones that made the dragon rampage. And the only collaborator killed himself by setting himself on fire. Just based of people's witness testimony of how Caeser beat Ruby is not enough for the king to let an investigation happen. Also, they don't have any solid evidence that Caeser has been incestuous towards Ruby as well. And she herself has been too scared to say anything about it and has kept it hidden.
And again, if those things got out and became the reason the king starts an investigation against Valentino, Ruby's reputation is ruined and there's no coming back from that. Izek and his house's reputation is ruined bc he married a woman with filthy origins with the incest stuff. But really, the only thing that is illegal that Caeser has done is be incestuous towards Ruby and made the dragon go on a rampage. None of which can be proven with solid evidence outside of witnesses.
