Peach and Love met before high school, the opening in chapter 1 is peach and his gang discussing their plan to establish the 'love army' when they get into high school. 'Love army' was established because while they were protecting love as 'peach club' (the name of their gang in middle school) they made enemies through their consistent fighting and this put Love into even more danger than he would've been on his own, which defeats the purpose of them protecting him as part of their gang. The solution they came up with to this problem was to make Love the "boss" of their newly established 'love army', they put peach as 2nd in command so people would fear love because peach had such a reputation. The idea was to make love into an untouchable shadowleader of the new gang (he's actually just a figure head as we all know he can't fight, or at least says he can't).
