I don't think Jugemu was a reincarnation. I think that the problem stems from the fact that they look alike, but according to Jugemu, he was born somewhat before Edo period or during the Edo period and it seems as the other guy's story also happened during Edo period. So if Jugemu was already alive he couldn't have been a reincarnation.
Also, usually in mangas if a reincarnation were to happen, some sort of acknowledgment from other characters is seen. Like mentions of their similarities and things like that. And in this case, where it involves a Shinigami, even more.
The part about the name (for what I understood from the manga) was that because his name worked as an incantation of sorts and also because it was said in its entirety by a Shinigami no less, is like the incantation started working again and he began a new very long life. (Again, this is what I understood) ╮(￣▽￣)╭

Oh boy, I'm at ch.40 and I'm starting to hate Chise, not because she decided to left Elias but because she didn't understand him at all. She goes around pitiful and shit, saving others and whatnot, playing hero to others and Elias too but not realizing, after all those roller coaster rides, how her actions was hurting Elias. She knows Elias didn't know how to properly to feelings, He wasn't a human, he's an incomplete and even if he was super old, he is still new to those feelings.
To Chise: yes honey, you're selfish, you don't think what they've felt after all those stunts you've pulled. And aroggant too thinking that after everything you've been doing, Elias will say nothing.
Uupdate: Elias said that his heart was the one Chise can't overlook or something..

I understand!!!!! I'm very irritated with her because she wants Elias to change but doesn't see that she also needs to change as well.

I understand ur opinion but... I think Chise made the right choice. I think she is insecure of herself and feels her worth is not enough... But also want to live at the same time. Her twisted personality makes me empathise her. I want her to understand that she is loved. Loved by others.
Elias "trying" to save her also hurt Chise, who in the end wants the people around her to be happy than to be alive longer. Both made mistakes not communicating to each other. Also who gives a shit if Elias is "incomplete" and "new to these feelings". Chise for a long time also didn't feel human because of her situation and how people treated her but she sure didn't kill innocent people and not feel remorse. Like you said, Elias lived for a very long time, even if still doesn't really understand human feeling it sure didn't excuse him for being shitty and trying to kill Chise few important friends who is fucking INNOCENT.
