Chiwoo is not clueless, he's too kind. He doesn't want to hurt or want neither of them.
He is attracted to Kyujin, but he needs to end up or clarify things with Jihyun. He won't let Chiwoo go unless they'll have a proper conversation.
I highly think he is not clueless. He is just afraid that kyujin will hurt someone again because of jealousy.
