I'm no smart person but I think it's STH like, the bros love each other but bcz when they were kids, the blond was neglected by the dark hair dude's mom so he eventually starts hating him out of jealousy? But the black hair guy still doesn't hate him . grow old, parents died, without experiencing mother's love, blond needs warmth and coincidentally Betty looks similar to the mom so he use the advantage of it to get a mom's warmth (I think? Or worse he loves the mom?). But Betty was the spy of another yakuzas and shit happens when the blond got betrayed and yeah the bros finally realized that they love each other.
