i think the characters in the story see it as an actual veil but the artist doesn’t want to draw it not see through all the time so it’s see through for us. I guess it’s like cat noir and ladybug where it’s obvious what their real identities are but they’re actually disguised to the other characters.
Yh basically, we the readers are the ones who see under her veil so we are able to see her facial expressions while the people around her can't see her face as it is covered and can't be seen
