Cecil only appears in the epilogue here. What you actually need is an extra of "Kiss me liar" that wasn't adapted to manhwa, because at fault for Cecil beeing like this are Josh and Spence.

I try to explain it. I read that sidestory some time ago, so can't remember everything.
"Kiss me liar" and "Kiss me if you can" are actually (web)novels, and both have extras/side stories.
Cecil appears only in the epilogue of Kiss me if you can (Josh made clear the he only wanted a second child after they got married), but he only says that he does it because daddy likes it, because he looks like papa ( Josh had a crush on Chase, when he was a kid, because of that commercial where he was dressed like a girl) and daddy likes papa, but he is omitting something and his brother knows it, because he does know it.
"Kiss me liar" has actually more extras /sidestories, not all of them were adapted no manhwa. The one I was talking about is where Yeonwoo and Spence visit Josh, and Spence meets Pete and Cecil for the first time there. In that chapter you find out why Cecil dresses like a girl (later).
What I remember whithout rereading it: That Josh likes to dress Cecil in cute clothes ( I think sometimes Chase wears women's clothes for Joshua too, iirc) and Cecil struggles with it. And naive Spence gives him some motivation speech or so, Spence acually thinks he is a girl and tell him he looks look a princess. And he tells Pete he looks like a prince. Somehow both Miller children were taken by Spence. So the reason for Cecile dresses like a girl are Josh and Spence.
